Egypt signs cooperation Protocol for industrial Project licenses

Dr. Mostafa Madbouly, Prime Minister, testified today at the government headquarters in the new city of El Alamein; The signing ceremony of a cooperation protocol between the Public Authority for Industrial Development and the General Authority for Investment and Free Zones, regarding the issuance of licenses for industrial projects within the free and investment zones, in the presence of Eng. Ahmed Samir, Minister of Trade and Industry.
The cooperation protocol was signed by Engineer Mohamed Abdel Karim, Chairman of the Board of Directors of the General Authority for Industrial Development, and Hossam Haiba, CEO of the General Authority for Investment and Free Zones.
Prime Minister affirms commitment to creating an investment climate
After the signing, the Prime Minister affirmed that the government would continue to take the necessary decisions and measures that would contribute to creating an investment climate and attracting more investors in various sectors, in implementation of the directives of President Abdel Fattah El-Sisi, President of the Republic, in this regard, along with Work to provide more facilities and simplify various procedures in order to overcome the obstacles that may face investors in general, and investors in the industrial sector in particular, in view of the role of the industrial sector in achieving the desired growth rates and providing new job opportunities for young people.

Details of the cooperation protocol and obligations of each party
Eng. Mohamed Abdel-Karim explained that, according to the cooperation protocol, the Industrial Development Authority will provide the General Authority for Investment and Free Zones with all the procedures, conditions and controls that must be met to issue licenses to operate industrial projects (licensing by the notification system – licensing by the “advance” system) in accordance with the provisions of the law facilitating procedures. Granting licenses for industrial establishments promulgated by Law No. 15 of 2017 and its executive regulations, for projects established and to be established in accordance with investment regulations.
For his part, Hossam Haiba indicated that, in implementation of the cooperation protocol, the General Authority for Investment and Free Zones will verify the availability of the procedures, conditions and controls necessary to establish, manage and operate projects within the free and investment zones, and issue a certificate that the facility meets the requirements for practicing industrial activity, and provide the Public Authority for Industrial Development, To complete the issuance of licenses for these industrial projects and their appurtenances.
According to the cooperation protocol, work is being done within a framework of full coordination and cooperation to attract industrial investment opportunities, and work to update the industrial map in line with the investment map.
The General Authority for Investment and Free Zones, in accordance with the cooperation protocol, is obligated to provide the Industrial Development Authority with all the documents required to issue a license, whether by notification system or in advance, provided that these documents are accompanied by a certificate that the establishment fulfills the requirements for practicing industrial activity, in preparation for the Industrial Development Authority to issue Operating license in accordance with the provisions of the Law to Facilitate Procedures for Granting Licenses for Industrial Establishments promulgated by Law No. 15 of 2017 and its implementing regulations, within a period not exceeding three working days from the date of receiving the aforementioned fulfillment certificate.
The two bodies, according to the cooperation protocol, undertake examination work (inspection – follow-up – inspection) of industrial projects established within the free and investment zones.
